Like a movement for Mom's rights would get more people behind it then a movement for Dad's rights.

It's complicated--a lot of politics. Also, if other similar rights movements are happening at the same time, they often gain momentum from each other (like the women's movement sparked a lot of side movements, like one for mom's rights). Also, stereotypes. Some take more time to break than others, unfortunately. Plus, money. Sadly, causes that are likely to bring in more money for businesses or the government are more likely to get financial support, which is key for a movement to gain much momentum. Finally, back to politics. Depends on who the political leaders are at the time. It also depends on little, stupid things (I think). Like whether some governor had a stomach virus the day a controversial petition came in and felt cruddy. I think it also depends on how desperate the people behind the causes are: the more desperate they are, the more time and energy they're willing to sacrifice.

well using your example specifically its because of so many men who use women for sex and don't care for the kids they produce. i know there are also men who want to be part of their child's life, but the woman would rather depend on the welfare system for money than the man. if men who are responsible dad's cracked down on the men who make babies to take responsibility for the children, maybe the dad's rights would get more attention. i have a family member who's X cares more about his 2nd wife and baby than he does my sister's kids and they divorces because He cheated on her while she was pregnant with their 2nd child. so you see in this case the mom's rights would be the strong part because of the neglect from the dad's actions. there are too many men who follow the example of my sisters X. if that changed then the attention for dad's would be stronger.
