I suggest that the both of you (since she's a bit unsure) sit down and write out a short speech first outlining the two girls' friendship and maybe put in a few anecdotes of the fun times they've had, and what your daughter has always loved about the bride. Then in the next part, describe the life your daughter wishes for the new couple and then finish the speech by wishing them happiness and offering a toast. (i think that would be proper etiquette)
The bride is probably just really stressed and wants everything to be perfect so she's micromanaging everything. As long as the speech is heartfelt, it doesn't matter how long or eloquent it is. The bride will be calmer once the actual wedding ceremony is over and its time for the reception.

Have her talk about a funny or fond memory of herself and the bride and groom. Pick a story appropriate for all the guests attending the wedding so that they can appreciate it...and...talk about why the bride and groom were made for eachother or make such a great couple. Keep it short, simple, and nice..with a little humor.
