If I call someone someone internationally with a calling card...will they have to pay for international long distance charges?

I have used this one for many years now, when I travel in the US and Europe...never any problem...I have many friends who also use it...you can also download it on to your computer and call...just like yahoo talk in/out....you have and toll free number...and its so easy...
