It varies from State to State. In many states, the county tax-collectors office does the registration.
Make it easy for yourself - get a phone book with government pages - go through the listings and one of them is bound to be a phone number for automobile registrations.
Another easy method - go on line and search for "auto registration" and your state's name -
[example at yahoo.com, type in "auto registration" Texas and hit enter]

Take the card or letter they sent you telling you it was due, and follow the instructions there. Sometimes you can do it on line.
