secretary of state or department of motor vehicles and they will walk you through it. Usually the people at the dmv are rude though, so just be prepared

It varies from State to State. In many states, the county tax-collectors office does the registration.
Make it easy for yourself - get a phone book with government pages - go through the listings and one of them is bound to be a phone number for automobile registrations.
Another easy method - go on line and search for "auto registration" and your state's name -
[example at yahoo.com, type in "auto registration" Texas and hit enter]
