It depends on the brand of ketchup. My co-worker used to do the manufacturing for the ketchup packets and he told me that when they did the original taste tests, people felt it didn't taste the same as when it came from cans. So they make the foil packets to include a slightly metal flavor (I know it sounds weird) to more closely match the original taste of the ketchup.

Most all of the ketchup packets I've run across are made of plastic.....hard to open plastic! I wouldn't think ketchup would be in foil because it is very acidic -- tomato's are. Ever look at the little packets that are supposed to be honey? Read the label.
I have no idea why I answered this silly Q. Too much time on my hands I guess. It's raining out.

Mustard is in plastic because it would have an adverse reaction to the foil. Try a home experiment - place a dab of mustard and ketchup on a piece of foil then on a piece of plastic - see what happens !!

Maybe it's something to do with the acidity from the tomatoes in the ketchup? I have however seen ketchup in both foil and plastic packages...

It is the choice of the company, cost management. I have seen mustard in clear plastic, and ketchup in plastic. So, it depends on how much they want to spend. Have you ever broken out in a rash because of recycled napkins?

i don't know for sure, but maybe it has to do with light exposure, or the temperature said condiment should be kept to?
