All internet places are charging from $1.50 to $2.00/ announcements for birth announcements and I figured I could do it on my own. I have a very good printer, but I was wondering what program should I buy to design the birth announcements with?

Have you tried getting photo cards from Snapfish.com?

Also, you can get announcement card sets at Staples or Office Depot also a lot of Hallmark or other greeting card stores, that you can run through your printer. All you have to do is reset the page setup to the dimensions of the announcement card. I bought such a set for my girlfriend's baby shower. It came with ribbons and everything.

Check in the office supply stores. A lot of the nicer invitation/announcement paper will come with a template that will let you use Microsoft Word to create them. Often their web sites will offer graphics etc that you can use in Word

Both my daughters' wedding invitations and the one's baby announces were done in Word using the templates.
