My Chihuahua-Jack Russell is 9 months old and I don't think she has gone into heat yet... Is it possible she has and I wouldn't know? Or is something wrong with her?

She is perfectly normal.. she will likely come in 'heat' by 12 months.
Dogs vary in reproductive maturity the same as humans...

Most dogs go into heat around 6 months of age. Some dogs have a heat that is very noticeable with lots of swelling and discharge, but some are hardly noticeable at all. Some dogs may not go into heat until they are older, or may have really irregular heat cycles. At 9 months old, whether she has come into heat or not, she should be spayed to help prevent breast cancer, pyometra (a nasty, often fatal uterine infection) and other hormone related problems. Dogs that DO have irregular or late cycles should be spayed no matter what because this could indicate some hormone abnormalities can cause other problems down the line.

It is possible that she has gone into heat and you didn't notice it but some bitchs don't go into heat until as late as 2 years old. some ways that you can tell if she is in heat are there is swelling in that general area, she tries to get with male animal in the area of your house, there is also a really funky smell that goes along with her "condition". she may also be very grochy at least mine almost always are. You may also want to make an appointment with your vet to have her checked her out just to make sure that everything is ok with her. But i wouldn't worry to much i've got a Border Collie who just turned a year old and hasn't gone into heat yet and my vet said that she is fine but hey better safe than sorry.

Sounds like a late bloomer. They usually have their first cycle at six months, but maybe Jack Russells or Chihuahuas are different. Also, look into getting her spayed unless you just really want puppies.

Do everyone a favor and get her fixed so she does not go into heat at all.

She needs to be spayed. She is a mutt and should not be bred anyway!!!!!!

she is not old enough yet give her time
