I would guess it to be Salzburg, Austria. Steeples as far as the eye can see.

The Old City of Jersalem. I got this info from the History channel website. Over 300 synagogues, churches, mosques, and others.

This could take some serious research. I would count all churches in the count. THeoretically it should be one of the largest cities in the World. I might speculate and say Dallas or Houston, NYC Hmmmmm.
