there is NO SUCH THING as sectional weight loss.
ie: crunches and sit-ups will not make you lose belly-fat more than any other exercise. so arm exercise will not make you lose arm fat.
your only option is to lose weight all around.

You can't spot reduce (only reduce fat in one area). You need to just firm up in general - cardio, weights, eat better etc. That will help.
