I think wearing a doc's coat over their regular clothes is matter of hygiene.. It's so they minimize their contact to our germs.
Personally I would also prefer them to wear a white coat, so I can easily identify which ones are the doctors.

I've worked with both and because I'm a nurse, it's makes no difference to me -- not as a co-worker and not as a patient. I am aware that many people have "white coat syndrome" and would prefer regular dress.
