Because the Islamic Calendar is lunar, and the dates tend to shift. For example, last year, Ramadan started on October 4th in our area, and this year its starting on September 22nd. Oh and by the way, Ramadan is a month, not a festival. There is always a festival on the first day of Shawal ( the month after Ramadan). Its called Eid-ul-Fitr.

It's because the Islamic calender is based on the phases of the moon. Each day of the month indicates a different moon phase. Every year there is about a 10 or 11 day difference in dates of festivals according to the solar calendar so it seems like the dates are always changing.

actually it's in the same time each year but the thing is in islam there is another system of dating
i mean we use 'hijree' calander not the one with AD BC
a month in 'hijree' calander is 30-29 days unlike the AD BC calender so it becomes earlier about 12 days each year
