Outside reddish brown patio tiles that are exposed to sun, dog used area as his bathroom, now no matter how much I clean the tiles they are stained with white streaks where he urinated.

I'm thinking the tiles are damaged. The chemicals in urine are acidic and strong. Consider painting over the white with outdoor paint the color of the tiles. They can match any color now.
I don't know what cleaners you've tried, but here are a few good ones.

Poop off- made for birds but I am extremely happy with it, it might help.

Those aren't stains. Dog urine can be very acidic. The streaks you're seeing are more than likely spots where the urine bleached the tiles.

(Don't use bleach and a scrub brush! It'll just take off more color. I like the idea of trying to match the color and paint them.)

Try scrubbing the area using bleach and a scrub brush to help remove the marks.
