Sexual harassment includes: (1) Requesting sexual favors as part of your job, (2) Promising raises or promotions in return for sexual favors, (3) Threatening adverse action of loss of job if you don't provide sexual favors, (4) Inappropriate touching, which can include non-sexual touching -- like rubbing your shoulders or stroking your arms/legs, (5) Inappropriate jokes or comments of a sexual nature, (6) Posting of offensive pictures of unclad or scantily-clad men or women.
The key here is that many of these things are subjective, but if you as the employee believe that they create a HOSTILE WORK ENVIRONMENT, it qualifies as sexual harassment.
People who commit acts of sexual harassment (as long as they are substantiated) are usually fired, and they can be brought up on criminal charges. If convicted, the maximum penalties usually include jail time and fines, although most people who are convicted usually pay a fine and get probation.

Basically it's any unwelcome attention of a sexual nature. It can be mild and innocuous or serious and criminal. It can be a form of discrimination and abuse. The punishment should fit the crime. At the very least sensitivity training is a good idea and in worst cases that person should be fired and/or charged with a crime. However a little common sense and straightforwardness needs to be used in this area too. I've had female coworkers tell me I look nice before; I'm not going to claim sexual harassment. Let's come to grips with the fact that heterosexual males and heterosexual females are sometimes attracted to each other, no matter where they are. The victim needs to make a reasonable attempt to clarify what exactly the unwanted attention is before they proceed. Ultimately, it's the unwillingness of the 'perpetrator' to accommodate the wishes of 'victim' that is the real source of the 'crime'. Be aware, these accusations can and have been used as a tool to facilitate job advancement by unscrupulous individuals. Take it on a case by case basis and look at all the facts!

sexual harassment can be anything that the person the comment is being said to is considered sexual
---man your hair is nice today(yes that is sexual harsement)
My work just fired a boss for telling the person that women are only good for 1 thing bending over and having kids
payed out like 1million in fines
