No the devil was actually Gods favorite angel before he got dismissed from heaven for starting to think and act as if he was better and more than God Himself.

The devil was the first angel ever created, the light bringer, Lucifer. He was the only angel created with a soul, which gave him the ability to choose. All the other angels were created without souls. At some point in time Lucifer chose to be vain, vanity was his downfall. Michael then had to cast him and his lot out of Heaven.
