That happens to me, too. You probably have high threshold allergies, and the irritation of shaving has kicked off the hives. A lot of people are allergic to lanolin, too.

Rinse your legs off in coolish room temperature water and gently towel dry - evaporation can make it worse. If it doesn't go away soon, call your physician, an allergist, or urgent care.
There is a chance that the urgent care physician may not be prepared to deal with allergies - especially if the hives can't be seen.
They can give you a cortisone shot to settle it down.

Do 3 things... apply loads of ice on that area, Eat a benadryl tablet right away, Throw that shaving cream.
Seems like a contact urtcaria which is contact allergy to shaving cream.

Rinse your legs with your hair conditioner, take a benadryl. If that does not start making a difference within an hour of taking the benadryl or if the rash spreads to more than your legs go to your doctor

you may be allergic to something in the new cream you bought. use your old cream and if it doesnt happen, then stay with the old stuff. but for now, take benadryl to get rid of the bumps.

your allergic to something you've used or eaten. Take an anti-histamine like Benadryl or Aerius it'll clear up quickly.
