I have a guy friend that believes his phone is tapped for certain reasons. Well the last time I talked to him, I text messaged him telling him I got pulled over by a cop for speeding. I haven't talked to him since! Was he scared that the cops could've heard his conversations that night since I mentioned cop? What I mean is, if he thought I got pulled over by a cop, do you think since I was talking to him, the airwaves would pick up his phone conversations that night? Sorry I'm kinda naive about all this!

I'm not quite following your question, sorry. I don't understand why your getting stopped by police would scare him into not talking to you. What airwaves? What would you getting stopped by a cop for speeding have to do with his conversations? What would you mentioning "cop" have to do with him?
If he thinks that his phone is tapped, which by the way has nothing to do with speeding tickets, or that his apartment is bugged, you might want to maintain some distance from him. He either has a reason to believe this (he's involved with something very illegal) or he's paranoid. Either way, you aren't going to want to be involved when the whole thing comes to a head.

It is perfectly legal for the police or any other criminal investigative agency to tap someone's phone. They need a warrant, but it happens quite frequently. If you've ever watched 'City Confidential' or a similar true crime show they often use transcripts or phone recordings as evidence in court. In Missouri, anyone can record their own phone conversations. So if I have a tape recorder on my phone line and you call me it's perfectly legal for me to record the phone conversation without your permission.

Phone tapping is not a common practice, especially as common as the TV would liekf ro you to believe. It takes a lot of circumstancial evidence and reason cause to get such a procedure approved....
So, unless your friend is onto some SERIOUSLY ILLEGAL things then he is just paranoid... if you think he is not paranoid, then you are hanging with the wrong crowd...

If they are tapping his phone they would have a recording at the central telephone office, so any signal going to his phone would be recorded where the system sends the signal though the computer system

No VIP, the cop in question may have become jealous of you being attracted to another guy, and so why the wire tapping! Maybe you can assure him, you can handle both!

I had a cop tell me if your phone is tapped you'll hear beeps or clicks while youre talking.

Tell him to stop doing meth. That will alleviate the paranoia. And stop breaking the law.
If he does those two things, he will be amazed at how quickly the police start "hassling" someone else.

my phone was tapped later told by cops ,you hear clicks or double rings on calling out i was involved with mexican drug ring the cops use hi-tech stuff it blows my mind.
