My friend's mother has a beautiful older home in Mississippi that I feel in love with. Would I need permission from the homeowner? If permission is granted, what is the process? Do I need to contact an architect, contractor, etc?

You can find a wealth of information on the home at the city. Sometimes they have the original blueprints, plumbing and electrical, permits that were pulled, floorplans, etc. I would get permission from her to obtain that information, however. Then head off to the engineering department, the permit department, building department, and they will direct you from there. Most of the time, the cities I've dealt with only charge a fee for copies which for the blueprints, can be expensive, but still cheaper than obtaining the services of an architect.

Even if you find the houseplan with the city, you may still need an architect to seal the drawings before you can build the house somewhere else. On the plus side, if you do find the drawings then you'll know who originally designed and they might be willing to reseal a new set for your use for a small fee.

Checking with the city would be your best bet in finding the plans. Try the Dept of Labor/Licenses and Inspections unit within City Hall. Some cities allow you to look up a "Zoning File" on the property since that is public record. You may find some good info there as well.

Get permission from the current homeowner before you go and pull their Zoning File ust to be curtious.

You can buy or maybe check out from the library books of house plans.

The Internet has floor plans by type (southern, modern, cottage,ranch etc) size and square footage. Take a look

Better homes and gardens house plans is one.
Once you find a home that is the style you are interested in you can order full working plans for about five or six hundred dollars. This beats the sox off an architect. Then take the plans to a builder.

Why don't you just measure it out and draw it yourself? An architect would charge you a small fortune to do this.
