It's correct if you use the word AROUND instead of NEAR.
The word near is used with places, like "Near school." or "Near that car.".

It should be a sentence not a fragment. The adverb "here" should be a place or position. For example; "He will come here to me around three o'clock this afternoon." This sentence isn't ambiguous or vague, it tells what is going on and lets the reader understand the writers thoughts. Whereas the sentence you wrote, is considered a fragment, which is an isolated, unfinished, or incomplete thought.
Make all your sentences complete and you will do well.

Either come should go away:
He will be here at around three o'clock.
Or: He will come to me here at around three o'clock.

The COME assumes his coming your way. anyways if it were me, I would drop the HERE or...
He will come around three o'clock.
or
