If you have an arrest record, they should be able to access it without trusting you to tell the truth. You are under no obligation to incriminate yourself regarding past offenses. Do NOT lie to the police, but you don't have to tell them about it either.
Did you word your question improperly? Do you mean do they have to tell YOU why you're being arrested? If so, they absolutely must tell you why.

you can tell them that you refuse to answer any questions without your lawyer present. They will likely arrest you on the spot and take you to jail for a more intensive questioning session.

It wouldn't matter. Once they have your name or license number or plate number they can find out everything about you pertaining to where you live and what your criminal record has been.
Not volunteering info may count against you as well.

If they pulled you over, I think they should supply you with the reason. But otherwise, don't volunteer and information not asked.
