A quick reset would be to remove the negative from the battery and leave it for a few hours.
This MIGHT reset it, otherwise it's time to take it to a mechanic.

What do you mean , horn and anti-theft doesn't work? From the factory the only anti-theft is the PATS keys.. you may be mistaken about Remote Keyless Entry..... If the horn blows from the horn pad(on steering wheel) but not the clicker , the clicker needs a new battery, lost it's program, or is bad.... If the horn doesn't blow both ways, you probably have fuse uses that need to be checked out by a trained mechanic as it usually indicates something shorting out.
but getting back to the first thing.. if horn doesn't work from keyless entry... check with another RKE remote if you have one.. if you only have one:
Battery can be gotten from wal-mart,k-mart or target for a few bucks
if still no luck, cycle key 8 times on-off and on 8th time leave in on position, door locks will cycle lock then unlock... push the button on the remote.. if the door locks lock then unlock, then switch off the key and you are finished... if it didn't.. try a couple of times.. if it takes a couple of times or doesn't do it...turn key off
Then be prepared for $50 for a new one at the Ford dealer... and beware, this is only for Ford Tauruses that came with a remote from the factory.... Ford sold a aftermarket alarm/anti-theft system, that uses a remote and a 12 volt battery (you can tell by the part number... if the part number has 15k602 (or 15k601) I think it is in it, it's a ford remote.. the number is on the back... if it don't then it maybe Ford aftermarket..would have to see it to tell you exactly)... those need the owners manual to reprogram and I find the batteries don't last as long as a factory install
Also some people assume that it's a Ford remote when it's also a aftermarket (like bulldog,viper and others) remote... you can only get a remote from that remote manufacturer basically... sorry

If you are still able to start the car with the keys, there is nothing wrong with the anti-theft. Sounds to me like the remote battery may be dead. If you press the lock button twice and the doors don't lock and the horn doesn't chirp, then have the battery replaced in the remote.

The fuse for the anti-theft and horn are the same. Check this fuse, and then if it's good, check under the hood for either another fuse block or a fusible link ( a wire with a built in fuse)
