Create a haunted house! Kids love that stuff! Decorate the house and create games/obstacles like "find the eyeballs" (a few grapes put into a bowl of spaghetti noodles; kids have to dig around in the bowl for the "eyes" without looking).
Carnival style games also work too (they used to have a Halloween Carnival at my old K-8 school). One of them was a fishing game where they set up a booth with a wooden board; kids would "cast" their line over the board and someone hiding on the other side would attach a piece of candy or a goodie toy at the other end. Bean bag toss, ring toss, cake walk, etc. work too.
At the end of the party, serve pizza for dinner (my grandpa used to do this every year) and have the kids watch a Halloween themed movie (that's rated PG; the witch movie with Bette Midler does quite nicely).
Don't forget the candy. :)

my son's birthday is on halloween so we always have a halloween themed party. I usually always set up a haunted house for them using the hallway into the bedrooms. I went to the appliance store and got refridgerator size boxes and we hung things inside them and made tunnels into each of the bedrooms and in each bedroom was a themed room (mad scientist with bowls of weird stuff to stick your hand in, pirates warf where they could look for buried treasure and talk to a pirate, and the cemetary where a creepy caretaker shows them funny names tombstones) We had some of the parents dressed up and helping in the themed rooms the kids loved it!! We also ask that they not come dressed up because we have the kids pair up and do face painting it's alot of fun and keeps them occupied for a while. Another thing is to set up a halloween backdrop using a halloween themed tablecloth, and if you have a polaroid camera, take each of their pictures for a time to remember to take home with them. But most of all, just make sure that everyone has fun!

Mummy wrap. Split kids into even teams, supply a roll of toilet paper to each team. One or two kids (depending on how many on a team) has to wrap another team member. First team that completes the wrap the farthest after a set time limit (maybe 60 seconds) wins.

Kids love crafts paint a pumpkin, make a mask, let them make decorations to take home.
You could do a Zombie walk split into teams and race to the end with a balloon between their legs.
Or kids love gross stuff you can get a cloth or sheet with holes cut into it. Label each hole with what gross thing is inside, like spaghetti-guts, peeled grapes-eyeballs, corn nuts-monster teeth ect..... have fun.

A pretty easy thing to do is to get some plastic spiders of bones and hide them around the yard for kids to hunt. They love it just as much as an easter egg hunt.

tell them to wear there costumes,you can make or buy popcorn balls,for games you can play twister,search for the apple in the tub of water,have a dance off,have kids sing and others be the judge and see who wins!!! good luck!!
