her passport is still good. she just lack the fund for the paper work is there any agencies they will help

You might have to check, but I believe if a person is born the child of an American citizen, that automatically gives them American citizenship as well.

www.uscis.gov will give you all the rules then search for a citizen's group that helps immigrants, there are a few, though most only work locally, so my answer cannot include them without knowing where you are. also check with churches, they will often ask for a collection for good causes from their parishioners.

she can file as derivative(means one parent is or was a US citizen what passport from where?????/passport is irrelevant ans the marriages are threy to american citizens??

I am not a custodian to know every detail,but there is a way.At least in my country there local offices that help you with such cases,especially for (im)migrants.

she must have paper stating that it is so - then get to any INS office.......
