used to describe the best of the best, most crazy awsome, exceeds expectations of what would be considered "DA Bomb."
Mostly popular in the early 90's. Only people who are trapped in a time warp (i.e. parents) use this word/phrase.

It was probably "The Bomb", which means a good looking female and/or with skills in something. Its kind of old slang though.

I believe it's usually a compliment...along the lines of they are so attractive that they attract eyes like a bomb exploding

No, it's not insulting. It means something like awesome, great. Like if it's a guy they are talking about, he is handsome, etc. Or if it's a party, it means it's a great party. Stuff like that.
