Contact the fire department. I once saw our fire deparkment take an axe to a car parked in front of a hydrant , knock both rear doors out and run a hose through the car.

Regardless you're still liable and if you're in a "no fault" state you're really hung because of leaving the scene of the accident. I made that mistake after barely scratching a car & she claimed all the damage on her car was my fault so Progressive paid her the $850. she claimed it cost to fix & raised my insurance over $20. a month. The kicker is (like you) if she had been properly parked I wouldn't have scratched her. The good news is they can't claim more than the car is worth. Never leave the scene w/o calling the police or at minimum getting some kind of WRITTEN legal agreement. Some people actually make a good side job out of ripping people off like this because after the fact it's he said/she said and I found with Progressive they just pay it & then recollect with higher premiums.

Your neighbor's car can get towed, and it should. And/or get a ticket/fine. They should know this, it's a stupid thing to park in front of a hydrant. Maybe the cops should be notified.

call the police, if it repeats spray brake fluid all over the car early on a sunny day, next day the car wont be there, or youll have a VERY ugly car blocking the hydrant

If you don't wanna call the police, call a tow truck and have it removed. I believe that it's illegal in any state to block a hydrant.

We have folks who do that kind of thing all the time and the police don't care. I guess you would have to make a big deal of it by writing a local newspaper. Or if there is a local election going on , grab some candidates "ear".

You local by-law officer will tag the vehicle and give them a ticket. They won't tell your neighbour it was you.
I'm not sure what they call a by-law officer in other parts of north america, but for us they work for the city and maintain the local city laws. I believe the police will be too busy to look after your request, but I may be wrong.

Talk to your neighbor and express your concern. If they do nothing then contact the police.
