I don't think God ever changes His mind but simply has to present things to a finite creation within the bounds of time and space. You can't teach your newborn how to perform brain surgery, they have to develop in every way before they can understand even the words one would use to teach this.
The same is true of humanity -- mankind was barbaric and not at all the "cultured, moral" creation that we are now. It has taken the totality of human history to get us to where we are today (wow, isn't that sad). Jesus came "in the fullness of time" which means at the exact moment in history that man could understand, appreciate and respond to him and what he came to do.

The whole free will thing requires chances. God gave us the law hoping we could handle it. It was twisted and taken less in a moral way and more in a legalistic way. People didn't decide to not do things because they were wrong, they decided to not do things because they didn't want to be stoned. That's not really what God seemed to be intending. Jesus came to bring out the morality in people. Those things are still wrong, but we're to deal with them with forgiveness and love.
