Get a TV tuner card. You can get either internal or external - an external USB one will come in handy if you have more than one PC, like a laptop or something. The more recent models do digital TV as well, so if you're in the UK you get all the Freeview channels on your PC, not to mention you can use your PC as a PVR (tape TV shows to hard drive), or connect other devices such as a VCR or games console to your PC.
I recently bought a USB DVBT (digital tuner) for the grand price of £16 from eBay. It was just a cheap make, but it does the job.

XP Media Centre is designed for this sort of thing. Its Media Player can view live tv, apparently.
Hardware wise, you need a TV card and something to pick up the signal with, such as an aerial. The card slots into your PC.
Buy the card, turn off all equipment, take lid/side off your pc, the card slots in as easy as a mains plug. Screw it down, put the lid/side back on, run the software & drivers, and you're away.

you'll have to fit a tv card in your PC and some kind of antenna to pick up the signal that will give you tv programmes but live tv don't know anything about that.
