How can I get "CABS" installed on my computer?

I'm trying to transfer my pictures from my digital camera to my computer so I can e-mail them.Nikon said I don't have "CABS" installed on my computer so I can't do it.They said I have to take it to where I bought it and have them install it.

I have windows ME.The guy @ Nikon had me go through my computer and we determined that "cabs" is not on my comp.It says "cabs" but nothing in the file.

Are you using Windows 98? If so, you just need the Windows 98 CD...the cabs are on there.
