At 6 ft tall, a size 16 is just a bit heavy. You are skimming the lowest edge of plus-sized, but I doubt that you could be considered "fat". And it also depends upon your proportions. Are you busty? Are you hippy and pear-shaped? Is all your weight in your butt? Or do you have a big, round belly? If you are curvy and have a figure, then you could be considered voluptuous and Rubenesque, which is really good, but you should probably watch your diet and get some exercise just for heath reasons. You are definitely lucky to be so tall! A size 12 or 14 would probably be just right for you.

Try the following : do 200 minutes of cardio a week. Remember fat does not turn into muscle, so you need to lose your fat while putting on muscle. The 45 minute thing is not true, but don't over 60 minutes at a time.
Do 5-10 minutes of cardio to warm up, then do your weight training. Do 30 to 60 minutes more of cardio, then go home.
The best time to eat is just after your workout within an hour when your metabolism is raging. For your muscles, incorporate some isolated soy protein or whey protein. Whey is more potent but the soy tastes better!
Don't look at your scale as the be all and end all, but get a measuring tape to check your progress, and that will show more tangible results.

Anyone, regardless of height can be fat. However, the best way to tell if you're overweight or carrying too much fat is to test your body fat % and measure your waist. For a woman, anything over 35" measurement at the waist is overweight and puts you at high risk for diabetes and heart disease. Normal body fat % for women is 25% or lower (usually to around 18 % unless you are an athlete or compete in fitness). Also, if you have a large frame or wide hips, then you may be comfortable at around a size 14/16 for your weight and height. Good luck!

The only way to determine precisely what your body composition is you need to have a caliper test (pinch test) or a hydrotank reading taken. Both of these tests will determine exactly what your proportion of lean mass (muscles, organs, bones) to fat is.
Weight alone tells you absolutely nothing. For example, you can compare a 200 lb. bodybuilder to a 200 lb. sedentary person. Both weigh 200 lbs., but the bodybuilder may only have 6% bodyfat while the sedentary person may have 50% bodyfat. See the difference?
A personal trainer, nutritionist or doctor can perform these tests. Local health clubs in your area may will also be able to do one or both of these tests for you.
Incidentally, build and height have nothing to do with determining if you are fat. I personally know people who appear to be very thin and healthy yet are 45% bodyfat!! I also know people who have larger builds that are within acceptable ranges for healthy fat-to-lean-mass ratios.

Are you overweight, do you feel happy with your size. That's what should really matter. Because of your height, you may get away with being a bigger size. I do personally feel that maybe a size 12-14 might be better, but I don't know what you look like and you may well look fantastic as you are. HTH : )

Tall people can very well be fat. You sound like you might be overweight. Although you didn't tell us how much you weigh, based on your size 16, you should lose weight..

Yes of course. You can tell someone is fat when his height minus his weight is less than 90. For instance, if you are 170 meters high, your ideal weight is 70-80 kg. If your weight is 90, then you are fat.
