Blue Corner Wall, Palau, Micronesia is the best dive site i have ever visited. The Blue Corner Wall dive offers the greatest variety and quantity of sea life from sharks, pelagics, cuttlefish, wrasses, turtles, orcas, shellfish, etc...this is truly the best in the world. The warmth of the sea gives you a relaxing and enjoyable time in the water. As I said, this is truly the best dive site in the world: better than the Yongala, Australia. Palau is like mother-nature untouched.I highly recommend this loaction to all divers who want to feel as though they are at one with the ocean in a totally unspoilt site. Palau is the journey of a lifetime.

Grand Bahama Island. Consistent water temps, visibility and abundant marine life. Reefs are in good shape and there are a TON of great dive sites within minutes of shore. There are several decent dive operators on the island such as Grand Bahama Scuba, and prices are very comperable to the US and other parts of the world. There are also lots of hotels, from 2 star to 5 star.

If you have money to burn, I highly recommend Fiji - the water is crystal clear and the fish are plentiful and exotic.
For a mildly restricted budget, Costa Rica or Curacao are almost as good.
For a tight budget, Silver Springs Florida - amazingly clear fresh water and deep caves and tunnels to explore.
