Those are places to put the hands that don't mar any of the extra features of the watch. They don't cover the cardinal points 12,3,6,9 . The hands won't cover any date features or other special dials. The hands will also make a nice frame for the name of the watch which is usually placed right under 12.

the brand name is usually top centre of the watch face. Having the hands at ten past ten 'frames' the brand name.

It's always eight past 10, and they are doing that to show the symmetry of the watch. People might not want to buy something lopsided like 1:12, ya know?

There has actually been some research on this. In the earlier days, when advertising was done on clock faces, it created the most free space for the message. I suppose it is just a carry over.

It's a subliminal message which is done by the advertisers to give the impression that the watch hands are smiling.
