does that mean that fear of what man thinks may hold one back from telling the truth and getting on with life with a clean conscience?

Well, retribution and reconcilation is required by God to sustain the forgiveness he as given you.

Example: If a person cheats on a spouse, God will forgive, but that person also has to tell the spouse.
That of course could lead to divorce.
But if that person didn't tell the spouse because of fear of what it might lead to , it would lead to loss of forgiveness and eternal death for the one that sinned.

It depends on the preference of individuals. For few people being true to oneself is life, guiding principle. They do not pretend nor flater. It costs a lot - Poor but clean conscience. People do not like you for telling truth, for being youreslf, for not pretending, ...

For most people, having what they what they want - material possession is the choice. It seems they do not know/aware of conscienceness itself. They just chase what they wnat to have just like a cow cheasing after a grass. They do not reflect,...

So it is a choice, the way you see life.

Fear is usually a problem. God knows, but wants us to admit to it. Ask God for forgiveness, and He will give it. God forgives, man, lots of times, doesn't. Ever hear "I can forgive, but not forget"? This is what I mean.
