If the animal is licensed, the Health Department of that town in which it resides would have it's record, including rabies vaccination dates. You would just need to provide them with the address and/or name of the owner. If it's not licensed then they have no information on it. If you were bitten and know where the animal lives, call the police to follow up and find out if it is vaccinated. They will also have the animal checked for 10 days (if you were bitten) after it bit someone to make sure it is still alive, hense, no rabies shots are necessary for the bitten person. If you were NOT bitten, but are concerned about the animal's vaccination, call the health dept. They would also issue a fine to the owner for having an unlicensed pet.

If they have a ton of dogs, they probably aren't, but you can call the local town clerk who is the one you go to for the license. They need to have rabies vaccines on file to get the license. You can report them to the town clerk and then if they are not "legal", the town will give them a period of time to get the dogs up to date, then they will fine them or have them appear in court.

Legally, they do need to be wearing their tags, but dogs can and do loose tags.
Legally, dogs are required to be vaccinated according to the laws of the state that you live in, anywhere from 1 to 3 yrs.
According to science, the Rabies Vaccine is good for at least 7 yrs. Read the Wisconsin University weblinks

There are those of us who will not vaccinate according to law as the side effects of vaccinations are detremental to the dog in the long term of his health.

You can ask, but why do you need to know? Who really cares about the license, but the vaccinations I'd be concerned about if the dog is around children and if it is your children you have a right to know.

Well if your on good terms with them, just ask them. Otherwise, if there is a problem, go to town hall and let them know your neighbors have a dog,and express your concerns about it. They should check it out, although they will not be able to tell you. But will contact them in regards to it.

Every state and county has its own laws reguarding this. Does the dog wear a collar? Does the town/county have a leash law? Has the dog bitten? Ask your neighbor!!
