I mean i seriously have trouble with this. My friends r like "i was flirting with him" and when i ask them about guys i like they say be urself and try flirting but i just talk to the guy like he's a friend. I have actually watched my friend when they are supposedly flirting and they just are acting shy and not speaking/staring at their feet. It works for them but i am too confident to fake being shy. How do you flirt and how do you know if the guy is flirting or just talking?

If I reach for your hand, will you hold it? If I hold out my arms, will you hug me? If I go for your lips, will you kiss me? If I capture your heart, will you luv me?

Flirting can be difficult for a lot of people. But, on some level it does come naturally. Flirting is the by-product of letting someone know you're into them without actually saying tht directly, flattery, and a slight indifference to the outcome of your interaction to them.
So flirting with someone is generally not something that you can intentionally do successfully. It's something that will come about naturally once you start doing the three things mentioned above. Note that you want to be presented in your best possible state if you intend on attracting members of the sex you are interested in. You need to show genuine interest in them, even if your interest isn't that genuine, but really just a curiosity. You need to be able to flatter them without being too deliberate, and you need to let them know (if only through body language) that you are baiting them with yourself, but that on some level, you are unatainable. Both men and women want what they can't have. Nobody wants to ride the village bike. So don't be one. Be unique and be unatainable (until you are at a point where you are willing to be attained). Good luck with your flirtation.
You may want to try your new skills out with people you don't know and will never see again before you lay it on thick with whomever you truly are intersted in.

Flirting and being shy are 2 different things. You can flirt with someone by giving them personal compliments, making suggestions and so on.

Well I kinda flirt often. First off, you need to make eye contact with the guy/girl. Second, just be yourself. Third, when you make eye contact, always smile at their direction. Fourth, try to make compliments. They'll smile back at you if you do. Last, treat the person with respect like you treat your friends.
