We had this problem with a candy machine we had. Everything worked except that the drum would only rock from side to side and not turn the washing load over to get all the clothes washed. It turned out that there is an electrical widgit (capacitor? solenoid? can't remember the name now so long ago) that stores the electricity power coming from the mains that gives the motor of the machine the electrical boost it needs to turn the heavy drum over with clothes and water in it. The engineer changed this unit (which was about the size of a tube of smarties cut in half) and the machine worked fine. It was only about £20 to get fixed. Result!
Hope this helps.

If its less than a year old, get it repaired under warranty.
If its not, then it sounds like a belt or drive motor problem.
Unplug it, pull it out and take off the top. It's top not yours.... well maybe later.
Shine a torch into the back and see if you can see a belt ( like a fan belt on a car but bigger)
If the belt has snapped get a new one from a diy, hardware, or electrical goods store.
If its slipped off you can pull it back on, and try running it with a small load.
If the belt is good, it sounds like a motor problem.
It could be a blown supply fuse, or a broken brush in the motor.
These can be replaced. At worst a replacement motor could cost £150 max.

The agitator, IE the large electric motor which is supposed to spin the basket around is not working.
There could be many reasons for this from a bad electrial connection to a bad motor.
Depending on how much money you spent on it and how old it is it may or may not be worth paying someone to fix. Unless you are a good electrician, you probably will not be able to fix it yourself.
Check and see if it is under any warentee. If not, I'm sure there is a large apliance repair store in your town. Ask about how much it costs for an estimate on repairs then decide based on that.

If there's nothing in the instructions or troubleshooting guide - get a plumber as it sounds like the pulley that turns the drum has broken. It'll probably cost about £50 if you don't get ripped off.

The belt is slipping or broken, assuming you can hear the drum motor running? try turning the drum by hand, does it turn easily or is there a resistance?
