If you don't have a debit or credit card, you can't use Paypal.
You need to attempt to get an account with a bank or Credit Union-Which is impossible if you have a job and no money.

All you need to do is go to paypal.com (their website) and create an account. It's free to create an account. Once you create your account it's pretty simple to send and recieve money through the site as long as you have a bank account.
