Of course not. Formal means tuxedo. That's all there is to it. If it's not completely formal, then a dark suit and tie is in order.
If this is a wedding, jeans are never appropriate unless you are hitching your horse to the church.

Absolutely NO BLUE JEANS to a formal function !!! My wedding was extremely formal and someone showed up wearing blue jeans and I honestly wanted to punch him in the face. It sounds mean and a little out there, but I thought....I paid all this money to have everything gorgeous, the food he's eating, the beer he's drinking,....etc... and he couldn't even buy a decent pair of dress pants, or even dockers!!!! I found it really offensive and my husband did too. Get some khakis or something, they really aren't that expensive , maybe $30-$40.

All you need do is change the colour of the shoes, and the shirt...so instead wear,
White shirt, with blue jeans this combo always looks contemporary, and fresh, and instead of black shoes, wear tan suede's, trust me this would be a comfortable, and winning, but you say a formal function maybe you need a tie, as long as you look very smart...keep this in mind.

Absolutely not. Jeans are not now nor will they ever be formal wear. Put on a pair of of dress pants for heaven's sake.

blue jeans = not formal
a suit at the least, tux is preferred and expected for a formal event.
