The latest drivers are always released through the internet. Get a pendrive or CD, go to a place with broadband and download. Maybe you can get a friend to help.

Download it from other pc, internet connection. Then copy to your pc.
To update is to get newer version.

I have dial up also,just download and do something else while you are waiting
