"Also, none of those hoping in you (God) will be ashamed. They will be ashamed who are dealing treacherously without success." - Psalms 25 : 3

It's fairly self-explanatory that the Psalmist was stressing that faith and reliance on God would never disappoint us.

However, the wicked ones who love to put themselves above all others will gleefully give you the raw deal! They love to misrepresent, lie, cheat, steal, etc., etc., etc., from anyone they can roll!

The reason these wicked type of people will be ashamed is because their grip on things the way they are is soon to be dissolved, along with their very lives. Revelation 19 : 11 - 21

if i remember correctly, this is david speaking.

to me it means: that king david has realized that his counselors have been using the power of the throne to benefit themselves and in doing so, have misled king david so that he did not do what was right with his people, or his God.

therefore, the wicked should be ashamed of leading the people of the kingdom astray and that now king david has turned his back on them and now accepts the Lord as his advisor.

Concern about how God order us is more important, don;t have to bother about other people presumptions, but pray for them, yet live wisely, so we can shut the mouth of the ignorant talk of the foolish.

The orders part, David is reffering to what God wants him to do, and he is also asking God to teach a lesson to those who have tried to stop him or slow him down in carrying out that task set for him.
