I want to learn how to speak english. I can write but i can't speak

Speak English more often, even at home. Mostly at home with your family member instead of your native tongue.

The best way to learn to speak English is to practice it with any English-speaking family or friends. If you don't have many, try to repeat things from a television show in English to get used to saying the words.

Speak in English at school. I know how it is in our country, people will laugh, call you stuck up. Think you are showing off. But there really is no other solution to this problem. You must not be having English spoken in the house on a regular basis, otherwise you wouldn't be facing this problem. This is why asking you to speak in english at home is futile. Try to converse in english at school. Convince your friends to speak in English by telling them horror stoies on what happens to people who don't have good communication skills in this english speaking global community if you have to.
Make your friends realise all you have to gain. You shall be able to watch the Harry Potter movies(or any other english movie if you have an aversion to harry potter) without needing to read the words at the bottom of the screen. There are just so many advantages. But while you are doing this, speak in english.
Start reading story books. If you're in class 6 or below, try Enid Blyton's Famous Five, etc. If you think you're past that age, read and reread harry potter books. They're good. You'll like them, and
once you've discovered this beautiful world of literature, your grammar shall automatically improve.
Speak in english, speak in english, speak in english. I've come to a stage now where I even think in english, and dream(!) in english. Even Bhagat Singh had excellent spoken english. Tell that to any one who tries to nationally blackmail you!

Always try to speak only in English even in house.
Watch only English News Channels.
Read a lot of inspirational books & autobiographies of great leaders.
Try to speak the way as News Readers do.
Try this for a month & u'll find the difference !!!

Is good that you can write english, at least for you to pick up speaking english will be easier. My own experience of learning how to speak english was:

-when i was reading english books or newspaper, i read it out .
-use really simple english for the beginning,
-language is one of the communications tool, so long people understand what you are saying, that will be great enough
-watch for english movies
-grammer is not important, do not worry too much about it
-have confident in yourself
-if you are not sure how to pronounce certain words, can go to yahoo, and type in Dictionary, they will provide a dictionary with voice online (free of charge)

I don't know where you live, but one of the best and easiest ways is to watch American or British television or movies.

If you have access to these in any form, I would suggest you do so, preferably by DVDs or videotapes, whatever is available to you.

As you hear the language spoken practice repeating phrases and words and putting together the sentences. Learn to think in English. When you can do that you will find it much easier to speak it.

Find someone who speaks and understands English and practice, practice, practice.

Watch english television programming, listen to air america or the bbc world radio...immerse yourself in the sounds and do not worry too much at first about understanding what you hear and see. If you're lucky, you can find someone else who's interested in learning the language as well and you can learn together. Comprehension will come with time.

how about buying a book that helps you with speaking english but ofcourse you'll need to hear the words maybe with a friend who knows how or by just looking up speaking tutorials in the internet i'm sure there will be

Speak in English with your famiy and friends. If you go to school, you can get some help from your English teacher. Get a friend of yours to correct your grammar. Join some Camp which teaches English.
