Yes, why shouldn't a cancer patient be told of the existing condition like any other illness. Surely this should be done, but since the patient is underage, parents or guardians have to be taken into confidence by the treating doctors and thereafter certain salient points of the illness are to be laid bare and explained further if the patient so desires, while giving all options. It would be a highly sensitive issue and therefore sensitivities must not be ruffled at any cost.

your question is confusing when you say "Doctor...refuse..to give ME" and then you say "and SHE" as though you were then talking about another person, in the same sentence. So I can't figure out who in your estimation the doctor isn't telling, you or her. First of all let me say that a doctor will tell a parent, and then if the parent wants the child to know their condition the parent will tell the child.
The doctor is bound by his creed to help an ill persons, so if he is not giving further chemotherapy then perhaps the child is too week at this time to take more and he's waiting for the immune system to start rebuilding itself.
If you are the child then ask your parent for their input; if you are the parent then ask the doctor for more info.

Yes - She should know her condition. You should inform her everything step by step taking a few days time so that she is mentally aware of the situation. Especially when she is a stage VI patient you have to apprise.
In India we have Psycho-Oncologists and they will address the issue of fear, curability of cancer, living with cancer and how cancer is still an enigma. The patient's relatives also require proper counsellings from such Psycho-Oncologists. I do not know which country you live and I am sure there also you will have such oncologist. Please have consultation and ask them to talk to your sister.
There are several good books are available on this subject and you can select one of the following for the benefit of the patient and her relatives. Any big book store will have this.
An Introduction to Psycho-Oncology - by Patrice Guex ,
Psycho-Oncology - by Lichtenstein (Creative Media)
Handbook of Emotions - by Jeannette M Haviland-Jones, Michael Lewis
Wish all the best for the Patient.

I know is some non-US countries they do not always tell patients their diagnosis, but I disagree with this. Even if there is no hope of a cure with treatment, a patient needs to know they are dying so that they can mentally prepare. Many patients at the end stages of life accept death and come to peace with it, even at very young ages. I'm very sorry about her situation. Surround her with love and peace in the days ahead.

You have every right as a patient to know exactly what is going on with your body. It is wrong for a doctor to withhold that information from you. You have the right to know why you are in the hospital, what brought you there and what you are being treated for. If that doctor will not be straight up with you, ask one of the nurses when they come around to check on you or ask to see another doctor.

Everyone mo matter what age they are in have the right to know his or her health conditions. Although you are underage, but you still have to know your health especially if you have problems in order to see what to look out for and beware of.

Yes, in order to gain cooperation from the patient. But say it in a nice way that she will not get more ill.
