Its not upto the govt to control HIV... It upto us... It an individual responsibility to spread the message against HIV and take steps in that direction...... Do you think with the blasts and rains and the floods govt has the money to spend on the proper care of HIV.
Treatment of HIV is expensive and it needs to be continued life long.....Most govt and municipal hospitals supply ART free or of cost or at nominal cost to HIV patients.
Its easier to prevent HIV than treat it. All we need to do is educate people about it.... and please dont wait for the govt to do things.... Why dont you start with it?

i dont know about india specifically.but in general countries are finding deficulty in controlling the disease.bec proper care of hiv+ patients reqiure a lot of money for the high expenses of the treatment.maybe this could b a reason

Because India is a third world country who do not spend the money needed for their citizens health. Bang!
