God has designed everything, living or inert, very meticulously and with all considerations. Most of the basic organs in humans (male and female) are common. To differentiate males from females, He has provided different types of sex-organs for their functioning. He has also kept provision for a change at later stages in life so that sex-change may be possible. Nipples are not only parts of breast but reference points also with respect to the navel for correct orientation of the inestines. Students of Ayurveda and Acupressure wll know more of this aspect.

Because at the moment of conception every embryo is a female. Then the chromosomes are split and that determines whether you're going to be a male or female. So that's why male and females both have nipples.

Because we all start out in the womb as female. some place along the line of development we decide which gender we want to be.
Males have a certain ratio of male and female hormones in their system if this ratio is tipped to the body sending out to much female hormones then working breasts can develop and the rest of the male equipment Will stop developing and the male will become sterile.
The same for females. the ratio goes off and they can develop more body hair , bigger muscles , infertility, no or small breasts.

God had nothing to do with it. The male and female bodies are quite similar as a zygote. That's why we have nips. Because early on, before the sexual organs began to develop, the male and female bodies developed the same.
