There are specific programs available for what you want to do.
I don't remember the name of any (I looked them all up once), however, I can tell you that they are ONLY available for purchase by Forensic and Police depts. A private citizen can't buy them.

I'm not sure, but I've seen them use photoshop many times on them crime shows....
