I would say it's having problems learning: school-handicapped.
A school for the handicapped would have "Schule" at the end, something like "Behindertsschule" maybe.
The main word always comes at the end in German compound words.

This can mean either as special school for handicapped people or can describe a person , who has difficulties in learning.
Do you have the content where this word is used ? Perhaps then we can find out what is meant with this.

I am german and this is no word:)
"Schule" means: School
and "behindert": handicapped or disabled...
Some teenager use the word "behindert" as an offense for things or persons they don´t like.. You can say "Schule ist behindert" which means "school sucks"
The person who wrote this obviously never visited a school as this "word" is totally wrong...

Schule = school

So, I suspect that "schulebehindert" refers to person, who has problems learning.

schulebehindert- u have mispelled it- means someone that has problem ( physical, i.e. they're in a wheelchair, they heve loss of sight and so on) or mental. behinderte usually means someone faces mental or physical problem! i know german well if need further help u can contact me okkas23@yahoo.com
