will it be posible to have approval for H4 visa for the immigrant?

An H4 visa is a non-immigrant visa for the spouse or child of an H1. H4's cannot work without special authorization.

If an employee will work outside the US doing what you describe, there is no need for any US immigrant visa. On the other hand, if the company is serious about needing him/her to live in the US, they must file a labor certification and, if it is approved, a petition for an E (employment-based) immigrant visa.
