It probably means "pew" the onomatopoeia word-form of what we say when we smell something terrible.
It's an abbreviation for "Phew".

It means "public utility". In its pejorative usage, it refers to prostitutes. The long definition is "If you can pay it, you get to ride it." The PU is the first syllable of the Hispanized slang "puta" which refers to a female prostitute.
