This kind of food is usually made per order on an as needed basis - Commercial food is prepared in factories according to government standards using preservatives and chemicals and is available at retail stores with a normally very long shelf life.

I think non-commercial dog foods may refer to a homemade type dog food. The kind where it comes from maybe rice combined with carrots and chicken. Homemade sounds yummier than dry stuff.
