You need a really old scanner. There are laws about that stuff now. In america scanners aren't made to that.
I heard you can replace the crystals in the scanner to pick up those bands,
Thats the extent of my knowledge.

cordless phones tend to use higher freqencies these days, and it is not possible to buy a scanner that recieve those frequencies. However, many public services use the 150mHz range, and also the 440mHz range. You can find information online by searching for public service frequencies.
Keep in mind that if you have a scanner and are listening to police frequencies, and you are caught doing something wrong, you can get in trouble. Sitting at home and just listening though is fine.

Cordless and cell phones are enrypted now. You can't pick em up with the regular scanner.
