It means " You can speak Hindi very well " as said to a person of female sex.

The actual way it is said is:-

' Aap to bahut achcha Hindi bol leti hain '.

It is either a Male or a Female saying the above sentence to another Female.

Also in Hindi, using " Aap " for a person means that you show respect to that person as an elders, or a stranger. Both Aap, Thum, Tu etc has the same meaning, that is " You ".

In Hindi, we also say ' Aap ' ( for a person ) when we are making fun of, or mocking a person. It simply depends in the context in which the sentence is used.
