God is no sadist! His nature is love. The reason He created us is so that He can love us and so we can love Him in return. The nature of love is that it has to be a free decision. If we weren't able to decide whether to love God or not, then it wouldn't be love. That is why God created us with free will.
If you read all of God's commandments in both the Old Testament and the New Testament, you will see that all of them relate to us treating each other in a loving way.
God sent us Moses, the Prophets, Jesus, His apostles, and the Bible and all say that we should love each other. Humans, decide to ignore all of that and: shoot and stab each other, blow up each others, and rulers of countries start wars. We cause the pain and misery and then are too cowardly to take responsibility for that and blame God.
To blame God for human misery is saying that God should have made us all robots that had no choice in anything.

I agree that the ancient Roman empire had sadists in it, same with every other civilization. Today there are millions out there. But I have no idea where you get the notion that God is a sadist. Do u mean that God enjoys watching people suffer? If that's you thought, I will pray that you find the Truth soon. And may God forgive you.

First off, this isn't God's fault, its Satans. God has to let this run its course or Satan and the Angels will always be able to say that God didn't give them and Man a chance to prove they could live and rule "without" him. And, after almost 6,000 years we see finally that we can't. Satan didn't challenge God to a "power off" or something that he would lose, he challenged him to his "right to rule." Thus, God had two choices, #1 - destroy Satan and the 1/3 fallen angels and risk LOSING MORE by not ANSWERING Satans challenge or #2 - give Satan and Mankind (well, mankind) time to realize their mistake and we have had almost every form of government known to man and NONE have worked forever, like God's kingdom through Christ Jesus' will.
It will make the Earth a perfect paradise, no fighting over politics, Global warming, no PACS, kickbacks, no tax cuts for the rich only, etc. It will be "His will be done, on earth as it is in heaven."
So, yes, we suffer horribly now, but Paradise is coming and those who are dead will be resurrected as Christ told the Thief on the cross, to Paradise.

It seems as though you are questioning the Roman Empire.
The Roman Empire had nothing whatsoever to do with God. They were a pagan empire and did as one would expect them to do.
